Torrey Highlands is a residential community in northern San Diego, California. This vibrant town is bordered to the south by Del Mar Mesa, to the north by Black Mountain Ranch, to the west by the Pacific Highlands Ranch, to the east by Rancho Penasquitos, and to the northwest by Fairbanks Ranch.
In 1996, the community approved the Torrey Highlands Subarea Plan, which restricted the housing units from exceeding 2,600 in the city and will keep the population close-knit, residentially-focused and relatively small. The plan officially claimed 50 percent of the area for residential development and 30 percent for open spaces and parks. Education institutions were allocated 12 percent, commercial developments 5 percent, while three percent was approved for employment centers. According to the 2006 estimates made by the San Diego Association of Governments, about 2,401 people were living in Torrey Highlands, and over 30 percent of residents of Torrey Highlands were people of Asian and Pacific Islander descent.
Torrey Highlands is connected to nearby areas by State Route 56. This gives residents year-round access to local attractions, including the Canyonside Community Park and the Los Penasquitos Canyon Preserve. Other nearby destinations are the Black Mountain Open Space Preserve, Lake Miramar in Scripps Ranch, and an array of shopping centers located in Carmel Mountain. Healthcare service is provided by nearby hospitals, which include Pomerado Hospital in Rancho Bernardo and Aurora Hospital San Diego in Carmel Mountain.
Education in Torrey Highlands is handled by San Diego’s public education system. There are several schools within the neighborhood, including the renowned Westview High School which is also part of the sought-after Poway Unified School District.
